DBC has a General Body, which performs the role of supreme policymaker and guardian of the organization. General Committee (body) consists of 21 members. The General Body meets on regular basis and also in the form of an Annual General Meeting (AGM, held once a year). Review overall progress and performance of the organization, discuss and take decisions on the issues bestowed on it by the memorandum of DBC. In the AGM, all project activities are reviewed and approved its physical and financial performances, audit reports of the previous year, budget and work plan for the next year.

As per its Constitution, DBC has 7 Executive Member which is elected by the members of the General Body and looking after all the activities of DBC are undertaken and implementing under its working area. The Executive Director who is the General Secretary of the organization is responsible for design, planning, manage, administer, implement, monitor and coordination of the organization and authorized to raise funds for the organization.
